Developing a smart waste management platform is essential for improving urban waste reporting efficiency and fostering sustained civic engagement. Many cities rely on reactive collection schedules or disconnected reporting systems, leading to overflow situations and low citizen participation. To address this, WasteWise implements a hybrid incentive model combining continuous free reporting with organization-sponsored time-limited competitive events. Citizens report waste issues through a mobile application with GPS and camera integration, earning a virtual currency called "Leaf" through quality-based rewards. Users participate individually or in small teams during events, competing for prize pools and redeeming Leaf for tangible rewards such as gift cards and environmental initiatives. The platform uses quality multipliers to incentivize accurate data while preventing fraudulent submissions. The architecture consists of a mobile application for citizen reporting, a backend API managing gamification and event orchestration, and an admin dashboard for organizations to create events and verify reports. This research evaluates the effectiveness of hybrid continuous-event engagement models and team competition mechanics in civic platforms.
